In an otherwise excellent report on investigative journalism, (CJR article "where TV has Teeth"), you briefly write of Mitch Wagenberg in a sidebar on hidden cameras, noting that he is publicity-averse and works for all three networks. This is the perfect story for an intrepid investigative reporter, for Wagenberg is no journalist, he just does the dirty work for the networks and he doesn't ask questions. Who is he, why does he do it, how is he monitored, how many Americans have been secretly taped by him, what is his legal and moral rationale, why don't the networks do it in-house? There are other "independent contractors" doing similar work, customarily invading privacy. It is time for an investigation on these mercenaries using all the tactics they use. NEVILLE L. In response to Neville Johnson's somewhat paranoid inquiry about me (Letters, CR, July/August), I would like to set the record straight. Since I have never met nor spoken to Johnson, I'm not sure where he's getting his information, but I would be glad to address all his questions and concerns point by point. As someone who designs, builds, and operates custom undercover gear for network investigative news organizations and also teaches undercover systems and techniques to dozens of state and federal law enforcement agencies, I am somewhat "publicity-averse." It goes with the territory and I take my job seriously. I do not "do dirty work" for the networks or anybody else. I do ask questions concerning the investigations that I am involved with. The reason I do this work is because I do it well and my systems and services are in demand by bona fide investigative units and agencies that I trust and believe in. These same organizations and agencies "monitor me" every single time I work with them. I need no "legal rationale" to do my work since it involves no illegal activity on my part, as opposed to many of the scam artists, abusers of power, and criminals that my undercover work and equipment have helped indict. My "moral rationale" is a belief in the traditions of journalism and muckraking as well as law enforcement and justice. And I do not know why the networks don't "do it in house." Ask them. Reading Neville Johnson's letter made me feel like some of those people, who after receiving their FBI file via FOIA, find out that they were on Nixon's enemy list. I'm honored.
